James S. Bernier Executive Vice President, PNC

Mr. Bernier is responsible for managing the Municipal Underwriting and Trading group for PNC Capital Markets and the Derivative Products Group (DPG) at PNC Bank.  Jim oversees a team of fifty professionals across eight office locations.  Jim’s team is responsible for pricing and underwriting municipal bond issues, competitive municipal bond bidding and secondary market trading.  On the derivative side, Jim’s team delivers both taxable and tax-exempt interest rate strategies as well commodity derivative hedges.

Prior to his current role, Jim spent nine years as the head trader for PNC Capital Markets.  In this role he was responsible for the overall risk management of the capital markets trading books including the tax-exempt and taxable fixed income portfolios, the spot and forward foreign exchange portfolios and the interest rate, equity and currency derivative portfolios.  Jim managed a staff of 30 traders and support personnel across four trading centers.  Prior to that, Jim was the Head Trader for the DPG, a position he held for six years.  Jim has extensive experience developing, structuring, executing and risk managing a wide variety of derivative and cash strategies as well as positioning and hedging the derivative and fixed income portfolios.

Prior to joining PNC, Jim was a Derivatives Trader with Mellon Bank and a Management Consultant with the Financial Services Industry practice of Coopers and Lybrand.  Jim holds an M.B.A. in Finance from Carnegie Mellon University and a B.A. in Mathematics and Economics from the University of Vermont.  Jim has the following securities licenses: Series 7, 63, 24, and 53.



William Adams
William Adams Senior International Economist

William (Bill) Adams is vice president and senior international economist for The PNC Financial Services Group. His responsibilities include forecasting economic conditions and exchange rates, covering emerging Asia, the Eurozone, Canada and Latin America. Adams serves as the principal spokesperson on global economic issues for PNC, and frequently presents to PNC clients on the international economic outlook.

Adams joined PNC in July 2011 after serving as resident economist for The Conference Board China Center from 2009 to 2011. In that position he served as spokesman on the Chinese business cycle and was a designer of The Conference Board Leading Economic Index for China®, a widely-followed, market-moving economic indicator. Adams lived in China for five years and is fluent in Mandarin Chinese. In March 2015, he was named vice president.

He is a member of the Economics Advisory Council of the Duquesne University Palumbo Donahue School of Business, is an advisory board member and center associate of the University of Pittsburgh Asian Studies Center, and was a 2014 American Council on Germany Young Leader. He serves on the board of directors of the Economic Club of Pittsburgh - the local chapter of National Association of Business Economics (NABE).

Adams is co-author with Damien Ma of In Line Behind a Billion People: How Scarcity Will Define China's Ascent in the Next Decade, published in 2013 by the Financial Times Press, and translated into Chinese in 2014 by Gusa Publishing (Taiwan).

Adams holds a master degree from the Johns Hopkins School of Advanced International Studies and is a graduate of Harvard College.



Tina Hwang
Tina Hwang Managing Director, Derivative Products Group

Tina Hwang is a Senior Vice President and Managing Director of PNC’s Capital Markets group. In her position, she serves as regional manager for the northeast and southeast territories for PNC’s Derivative Products group. Hwang and her teams in Philadelphia and Charlotte address the risk management needs of PNC Bank’s customers, working collaboratively to properly identify, structure and execute interest rate and currency swaps across various lines of business. She has 25 years’ experience in the financial industry. Prior to joining PNC 14 years ago, she worked for CoreStates Bank, Barclays Global Capital, Marine Midland Bank and Prudential-Bache Securities, specializing in derivatives and other financial products. She has lived in Seoul, Korea and Osaka, Japan. Hwang holds a bachelor of arts degree in economics and East Asian studies from Dickinson College, Carlisle, Pennsylvania. She is a member of the local chapter of the PNC Foundation, and of PNC’s Talent Management Council, and she was recently elected to the board of the Elwyn Corporation, a non-profit that serves the needs of individuals with disabilities.
