Rob Dailey
Rob Dailey Executive Vice President and Head of Public Finance, PNC

As head of PNC's Public Finance group, Rob Dailey is responsible for PNC's public finance banking and public finance capital markets activities. He has spent much of his career in public finance and has experience in the full range of government banking and investment banking services, structures and transactions. He has assisted clients in financing general government, transportation, water, utilities and education projects — employing the full range of banking and capital markets products.

Dailey joined PNC from another major bank, where he spent 18 years, most recently as manager of public finance investment banking efforts in the East region.

He received a master’s degree of business administration in finance from New York University and a bachelor of arts in government and economics from Georgetown University. He holds the FINRA General Securities (Series 7), Municipal Securities Principal (Series 53) and Uniform Securities Agent (Series 63) licenses.



Tom Kozlik
Tom Kozlik Municipal Strategist, PNC's Capital Markets Group

Tom Kozlik joined PNC’s Capital Markets Group in 2015 after holding several positions at other financial institutions. His work has been quoted in various periodicals such as The Wall Street Journal, Barron’s, Bloomberg and The Bond Buyer, and he has appeared as a guest municipal market expert on CNBC and Fox Business News.

Kozlik has been voted into the Smith’s Research and Gradings Municipal Research All-Star Team and the Institutional Investor’s All-America Fixed-Income Research Team.

He graduated from the Schreyer’s Honors College at the Pennsylvania State University with a bachelor’s degree in political science with honors and earned a master’s degree in governmental administration from the Fels Institute of Government at the University of Pennsylvania. He is currently the president of the Philadelphia Area Municipal Analyst Society.



Tom Aaron
Tom Aaron Vice President, Senior Analyst, Moody’s Investors Service

Tom Aaron has been the dedicated public pension specialist for Moody’s Investors Service U.S. Public Finance Group since 2013. He authors pension-related research and facilitates pension risk assessments across the group’s ratings. Aaron joined Moody’s as a ratings analyst in 2011, covering local government credits. Prior to joining Moody’s, he served as Deputy Chief of Staff to a member of the San Diego City Council.

Aaron holds a master of science degree in applied mathematics (actuarial science) from DePaul University in Chicago and a master of arts in economics from San Diego State University.



Thomas K. Beckett
Thomas K. Beckett Senior Vice President, NW Financial Group, LLC

Thomas K. Beckett joined NW Financial Group, LLC in February of 2013. He brings more than 30 years of experience in all sectors of municipal finance including higher education, government and nonprofit finance. Prior to joining NW Financial, he served as president of his firm, T.K. Beckett Associates, LLC, where he advised government and nonprofit clients on interest rate risk management, balance sheet management, project finance, commercial credit and capital markets transaction advice.

Beckett has structured, underwritten or served as advisor on more than $8 billion in tax-exempt transactions. He has developed a particular expertise in project financing involving multiple governmental, private and nonprofit parties.

He holds a bachelor of arts degree in history from the Pennsylvania State University and a master’s degree in governmental administration from the Fels Institute of Government at the University of Pennsylvania. 



Sean McNeeley
Sean McNeeley Practice Manager, PFM Group Consulting, LLC

Sean McNeeley is the practice manager for PFM’s Center for Retirement Finance. The firm offers a full menu of services to clients nationally to address pension and other post-employment benefit (OPEB) financial issues. McNeeley has assisted state and local governments with retirement benefit strategy, redesign, and financial analysis and planning projects, policy development, and defined contribution plan investment consulting.

His prior experience includes serving as chief financial officer at the Delaware River Joint Toll Bridge. During his tenure, the Commission significantly increased its net revenue and reserves while reducing outstanding debt and achieving bond rating upgrades. He also served as the director of policy in the City of Philadelphia Mayor’s Office, and as the City’s senior assistant budget director. He has also served as a senior consultant for Deloitte & Touche LLP.

McNeeley holds a bachelor of arts degree in economics and political science and a master’s degree from Ohio State University.
